Penang has taken a pioneering step in Malaysia’s halal sector by forming the country’s first state-level halal industry development council. The newly established Penang Halal Industry Development Council (MPIHPP) aims to streamline governance and boost the state’s position as a regional halal hub, aligning with national economic strategies like the New Industrial Master Plan 2030.
Chief Minister Chow Kon Yeow emphasized that this initiative demonstrates Penang’s commitment to systematic halal certification processes and international market expansion. The state currently leads in medical device audits under Malaysia’s nine Halal Certification Schemes, setting industry benchmarks for quality and compliance.
The council will serve as a collaborative platform involving government bodies, businesses, and academic institutions to enhance halal sector growth. Deputy Chief Minister Dr. Mohamad Abdul Hamid noted that Penang already has 870 certified halal companies spanning food, pharmaceuticals, cosmetics, and logistics. These firms stand to benefit from improved global competitiveness and SME development programs supported by the state.
A key component of Penang’s strategy includes Penang Halal International (PHI), which focuses on certification support and investment attraction. The recent partnership between PHI and the Penang Regional Development Authority (Perda) further strengthens entrepreneurial development through halal certification initiatives.
